Go to Administration -> Users & Groups -> Groups. The following view will be presented:
1. Select the required Group and click Privileges. 2. From the drop down box, select the ‘Content Editor’ category:

3. Check the required option: Define Templates – to include premium content rules within new templates. Manage Templates – to add premium content rules to existing templates. 4. Click Save and then Finished.
