1. Go to AdministrationΠ-> Users & Groups -> Groups.
2. Select the required Group and then click Privileges.
3. From the dropdown list of categories, select Modules. Check to assign the following privilege:
Manage Blogs - this allows the administrator to create new blogs, associate permissions and categories, and moderate posts.
4. Click Save and then Finished.
